En Ro

Anca is a founding partner of the firm and leads its real estate and construction practice while co-heading the public procurement and concessions department, two areas where she has built a reputation as one of the market's go-to advisors.

Real estate and construction sit at the core of Anca's practice. She guides clients through the full lifecycle of commercial property, industrial and residential projects: acquisitions and transfers, development and planning, leasing, complex landlord-and-tenant matters, and structured property financing. Whether the deal is a logistics park, a manufacturing plant, or a multi-asset portfolio transaction, Anca brings the commercial instinct and technical depth to move it from term sheet to keys-in-hand.

Public procurement and defence form her second anchor. She advises bidders, contracting authorities, and investors on high-stakes tenders, concessions, and public-private partnerships, including in the defence sector, where Romania's accelerating procurement programmes intersect with EU and national security frameworks. Her work spans bid strategy, contract negotiation, challenges and remedies, and the regulatory architecture governing dual-use and defence-related acquisitions.

Her broader infrastructure and energy experience - road and rail, conventional and renewable power, project finance and acquisition financing - feeds directly into both practices, giving clients a single advisor who understands how procurement rules, construction risk and financing structures fit together.

Anca also runs a focused regulatory compliance practice: designing tailored compliance programmes, leading internal investigations, representing clients before regulators, and conducting cross-disciplinary risk assessments alongside the firm's antitrust, corporate, employment, data protection and tax teams.

Beyond client work, she contributes to legislative initiatives on public procurement, concessions, PPPs, energy, and environment, and supports leading industry bodies, including the German-Romanian Chamber of Commerce (AHK), AmCham Romania, CCIFER, and Green Revolution. She is a regular author on public procurement and employment law in Romania and internationally.
